Conceito - Procedimento particular de uma comunidade, normas a serem praticadas em determinados atos.Entre os israelitas os costumes adquiridos pelos povos em geral foram substituídos pelos mandamentos impostos por Deus através das suas leis:
“Portanto guardareis o meu mandamento, de modo que não caiais em nenhum desses abomináveis costumes que antes de vós foram seguidos, e para que não vos contamineis com eles. Eu sou o Senhor vosso Deus.” Levítico 18: 30
“E não andareis nos costumes dos povos que eu expulso de diante de vós; porque eles fizeram todas estas coisas, e eu os abominei.” Levítico 20:23
“…e suportou-lhes os maus costumes no deserto por espaço de quase quarenta anos;” Atos 13: 18
Os cristão foram exortados a cuidar dos costumes bíblicos:
“Não vos enganeis. As más companhias corrompem os bons costumes.” 1 Coríntios 15:33
Tanto os judeus como os cristãos eram avessos a qualquer mudança de seus costumes, isto causou alguns embaraços, que resultaram em controvérsias doutrinarias e até sangrentas perseguições:
“…porque nós o temos ouvido dizer que esse Jesus, o nazareno, há de destruir este lugar e mudar os costumes que Moisés nos transmitiu.” Atos 6:14
“…e têm sido informados a teu respeito que ensinas todos os judeus que estão entre os gentios a se apartarem de Moisés, dizendo que não circuncidem seus filhos, nem andem segundo os costumes da lei.” Atos 21: 21
A noção dos costumes era tão importante que os governantes romanos se inteiravam deles para governar pacificamente:
“…mormente porque és versado em todos os costumes e questões que há entre os judeus; pelo que te rogo que me ouças com paciência.” Atos 26:3
Costumes diferentes das nações gentias causaram dificuldades aos cristãos:
“…e pregam costumes que não nos é lícito receber nem praticar, sendo nós romanos.” Atos 16: 21

"... And have been told about you that you teach all the Jews who are among the Gentiles to forsake Moses, telling them not to circumcise their children neither to walk after the customs of the law." Acts 21: 21
The notion of morals was so important that they learned their Roman rulers to govern peacefully:
"... Especially because you are expert in all customs and questions which are among the Jews: wherefore I beseech thee to hear me patiently." Acts 26:3
Different customs of the gentile nations have caused difficulties for Christians:
"... And teach customs, which is not lawful for us to receive nor observe, being Romans." Acts 16: 21
